PARKING: Refund those blue badge penalties

"We are aware that there is some confusion among badge holders over which is the front of the badge.

"We have therefore recently modified the badge to include a new message "FRONT '“ Display this side up".

All new badges issued from October 15 include this new message.

However, the inadequacy of the existing badges remains, and will do so for the currency of those badges (which I think is three years), and the grievances will doubtless continue until then.

It reinforces my view that:

a: The authorities responsible for parking enforcement (police or local authority, depending on area) should be instructed henceforth NOT to issue penalty notices to those who place the previous-style badge "upside down".

b: All penalties previously paid for this infringement should be refunded.
