Great inconvenience of toilet block change

WHILE I have every sympathy for those withing to partake of further learning at the Chichester College Outreach centre, please spare a thought for those individuals inconvenienced by the loss of an important facility (i.e, toilets).

It may be that the conversion of the old toilet block to this Outreach centre may not, after all, have been needed.

No doubt the council will defend its decision to close the toilets and allow the conversion, even though the town appears to have more than enough office space.

More importantly, who paid for the conversion?
