Baffled by ballot

Correct me if I am wrong. I do like to know what we are to vote for in future elections.

The UK was once a unitary state, ruled by Westminster. Now we have Scotland and Wales with their own parliaments for internal affairs, and Westminster as a federal parliament for national and international affairs.

What kind of place will England be, if it has Westminster as its federal parliament, and a rump of the same trying to act as the English parliament?

It may mean England being ruled internally by a party brought to power by the Scottish and Welsh voters.

Westminster might be where the English parliament meets, but it has to be elected separately to the federal government.
