Awful stench is ruining seafront

After walking from the bottom of London Road to Marina, we had to give up due to the appalling stench of stale urine coming from all the seats and walls. I can only assume the resident drunks are responsible, as there were plenty of these around, also stinking. What can be done?

This is spoiling a lovely area of our town.
