Major housing development just off A27 between Chichester and Emsworth proposed

Plans for 118 new homes in Hambrook have been submitted by developers.

Sunley Estates Limited wants to build the homes at Rose Briar Copse, a triangular parcel of land bordered by the A27, Broad Road and Scant Road West.

A previous application for 120 homes was turned down by Chichester District Council in 2014, with a subsequent appeal dismissed by a planning inspector.

However revised plans have now been submitted to the council, this time for 118 units.

In its application the developer argues its masterplan has addressed the previous concerns expressed by both the council and inspector.

It says: “The scheme is landscape led, with the approach outlined by Aspect Landscape Planning, prior to the master planning process, being the starting point for the scheme’s development. The housing has been set back from the boundaries to limit the visibility of the development from the adjoining properties and roads.

“The open space has been designed to create inter-linked recreational routes for the community and substantially increase the number and variety of habitats for wildlife.”

As part of the proposals vehicular access would be from Broad Road, with a cycle link at a southern corner of the site.

An emergency access point would be provided to the south off Scant Road West along with pedestrian links along the southern edge of the development.

The applicant is proposing 30 per cent affordable homes, maximum retention of existing trees and hedgerows to go with extensive vegetation and planting throughout the site and a fabric-first approach using low carbon construction technologies.

The developer argues the architectural approach taken seeks to respond not only to the landscape setting but also the characteristics of Hambrook, creating a ‘distinctive new addition to the village with shared landscaping and publicly accessible open space to the benefit of both new and existing residents’.

The application concludes: “Overall, the development will provide a valuable addition to the village offering extensive open space that will support the local ecology and the well-being of villagers. All aspects of the design have been very carefully thought through in order deliver a sustainable development which meets all of the criteria set out within the council’s recent draft interim policy statement for housing development, and we therefore believe that this application should be approved.”
