A WORTHING landlord has been fined by magistrates after failing to licence his property correctly to ensure the safety of his tenants.
Frank Scanlon, of Pratton Avenue, Lancing, appeared at Worthing Magistrates’ Court and was fined more than £7,000 over issues with his Upper High Street property.
Officers from Worthing Borough Council found the property was housing seven individuals who shared facilities but didn’t form a single household.
Since it was also three storeys high, the property was therefore classed as a House in Multiple Occupation (HMO).
Owners are required to license such properties as research shows the living arrangement can present higher risks than single occupancy properties.
Paul Cooper, head of housing at Adur and Worthing councils, said: “This type of accommodation can provide much needed living space but does present unacceptable risks to occupants if poorly run – and the mandatory licence provides a level of reassurance that the property is safe and secure for all inside it.
“The level of fine imposed by the court shows that they recognise the importance of the licensing scheme and reinforces the robust stance taken by the council to ensure safe living conditions.”
Scanlon’s total fine was £7,130.68.
