‘Dead duck’ plans to build 129 homes in Partridge Green were unanimously refused by the council today (Tuesday June 16).
The outline planning application for land off Church Road, north of The Rosary, was rejected on the grounds of road safety, overdevelopment, and effect on the landscape by Horsham District Council’s Development Control South Committee.
Roger Clarke (Con, Cowfold, Shermanbury and West Grinstead) described how unsuitable the access point to the site was, with Church Road ‘busy at all times’, and argued that local infrastructure such as schools and doctors’ surgeries would not be able to cope with such an influx of residents.
Jonathan Chowen (Con, Cowfold, Shermanbury and West Grinstead) added: “It pretty much is a dead duck. It’s up to this committee to sign its obituary.”
Meanwhile Peter Kanabus, chairman of West Grinstead Parish Council, raised issues around sewage capacity, echoed the point about highways safety, and told councillors that the site would not be able to provide adequate parking.
David Green, chairman of the parish council’s planning committee, said the proposal would be the single-largest development in the village for more than 40 years and had ‘next to nothing to commend it’.
However the agent for the scheme pointed out that it was an outline application and that by granting consent the developer could solve issues further down the line at the reserved matters stage.
Following the debate councillors unanimously rejected the application.
