Council was '˜burdened' by requests

THE Information Commissioner's Office has upheld Steyning Parish Council's decision to refuse to respond to a Freedom of Information request.

The decision was taken following a large volume of correspondence and requests from the same person.

The council told the commissioner it had been ‘overwhelmed’ with emails, correspondence, requests, questions, comments and statements which it believed were designed to deter it from progressing with the skate park.

In his decision notice, the commissioner concluded ‘the level of correspondence has placed a disporportionate burden on the council’.

The council was, however, criticised for failing to tell the complainant he could request an internal review.

No steps would be taken but the council should ensure there was no repetition.
